Launched in June 2005, the esp was created to meet the challenges set in the Government's National Skills Strategy. Regional Skills Partnerships (RSPs) were created to align the strategies and funding of public sector strategic bodies involved in employment and skills activity. Their aim is to deliver greater impact and added value to employers and individuals, and to increase the competitiveness of the region as a whole.
The esp strategy for action directly responds to two of the themes outlined in the Regional Economic Strategy (RES) for the East Midlands 2006-2020, "A Flourishing Region":

The esp is committed to working together to drive action, to achieve the vision:
