esp Local Delivery Partnerships

The delivery of the esp Plan is enhanced through the alignment of partners’ activity across regional, sub-regional, and local Delivery Partnerships.  Some work is best delivered at the sub-regional or local level, and require clear communication across structures: building on the partnership structures that already exist in the counties and within cities, local partners will work more closely with the esp to enable a coordinated approach.

 

Recognising the need to facilitate greater alignment and co-ordination of regional and local agendas, the esp Executive Group agreed that County Employer Engagement Groups (CEEG) would cease to exist as part of the esp structure over time, but not until appropriate functions were in place to improve local delivery of esp priorities.

 

Following this decision, a review of current local partnership arrangements has identified the most appropriate and effective Local Delivery Partnership(s) for the esp in each locality, and work is underway with each local area to put the preferred Local Delivery Partnership into operation.

 

Lord Leitch recommends the establishment of Employment and Skills Boards (ESB), although there is no specific detail given about their geography.  The esp is developing Local Delivery Partnerships, based on the current models of Skills Boards in existence and working well in the sub-regions along Sub-regional Skills Partnership (SSP) boundaries; these Local Delivery Partnerships may evolve into the ESBs proposed by Lord Leitch.  emda is supporting the SSPs to take the strategic lead in the development of Skills Boards, building on the existing boards within the Alliance and the Greater Nottingham Partnership.
