Measuring Impact

The esp will continue to pursue innovative ways of measuring the success of the partnership, alongside progress made towards the aim of achieving a ‘healthy labour market’. The partnership will increasingly look to monitor and evaluate the impact of activities in the following ways:


A healthy labour market

The challenge for esp is to contribute to making the East Midlands a healthy labour market: a state where people work productively in good-quality jobs that are accessible to all and where people are able to develop their skills. Progress towards this aspiration will continue to be measured by a balanced scorecard of related indicators, known as the Healthy Labour Market Indicators.


The value added by the esp

It is important to monitor and evaluate the effective working and impact of the partnership itself. This is best assessed in terms of Strategic Added Value (SAV). SAV encapsulates the esp’s influencing role and describes the value added by the esp over and above the sum of the activities of all the partner organisations. It takes account of how strategic leadership, strategic influence, promoting synergy and facilitating engagement achieve greater alignment of investment and delivery plans, reducing duplication of service provision and scaling up projects and programmes to beneficial levels by facilitating collaborative work.
